It looks like they cost a small fee to join, but I couldn't find any free resources online. Since the vehicles are always being sold, your signup fee is probably used to keep the site up to date.

Even the dealer auction has nothing but crap in that price range. However, you have to be a dealer to buy from the real car auction.

Its a little slow as it pulls data from many sites right when you click the button, so that you get you up to-date listing, but its worth it as you don't have to look at many sites.
