I would think if you use the precautions that should be used anytime you purchase a used car, that there would be no problem buying from a public auction. Other than checking out the car throughly, don't get caught up in the bidding and pay more than you should.
I will say though, I don't know how easy they are to find, though.
I did find two auction sites that have quite a bit of good information on them. It appears that they are both from the same outfit, as they have similar information. Nevertheless, they do get quite detailed. They are publicautoauctions.com and publicautoauctiononline.com.

From what i know about auctions... I used to go with a guy who buys a lot of toys and cars at auctions
You never know what your going to get. It could be a great buy or it could be a POS its a risk
they get the thing to run for a couple of days to get it sold you have to be careful good luck
